Note to our Utah State House of Representatives and Senators ~ ~ ~ Honorable Representatives and Senators:
Restrictions, mandatory reporting and culpability -- especially protecting children -- must be placed upon this already questionable, oft damaging and severely traumatic, long outdated procedure and its obviously non-progressive practitioners and proponents. With my personal experience in neurological research, and having had a once sweet, kind and sensitive extended family member put involuntarily through it, I know the destruction of neurological tissues and subsequent dysfunction left by the literal burn out of delicate brain wiring (neurons, synapse, ganglia), especially now when better environmental, chemical, medical, nutritional and social counseling methods have been developed and can be used with much more safety and without the awful harm and barbaric trauma of this very imprecise tissue dispersed convulsion inducing electric shock at its minimum, to a destroying burn at its worst. Electro Shock is an 16th century "discovered" or contrived cop-out, and is an evasion from using modern, more precise, treatments which require more dedication, skills, efforts and education on the part of the therapists and are well known and proven to be far superior. In a personal family experience, intentional shock treatment orders appeared to have served as a convenient means to destroy or cover emotional and sexual violation damages which would have indicated the true cause of emotional dysfunction and indicted the culpable party and his acts against the victim! -- as was evident later in this case with which I am familiar! Her radical electro shock therapy was a very effective memory delete! This bill would have prevented the free "willy-nilly" use of this archaic electrocution of her brain and the unnecessary life damage done to a once wonderful vibrant and productive young women who was dumbed-down and by such, allowed her violator (and committing agent) to be left undetected for three decades! tr/2/20/03 FYI: One of many, now safer, legitimately better treatment possibilities,

| HB-109, Limitaions on Electro-Convulsive Therapy
"Informed Consent for ElectroConvulsive Treatment and Reporting Requirements" 1- it prohibits shock for children under the age of 14 2- it prohibits shocks for individuals who are committed against their will 3- it prohibits a legal guardian to consent to shock for someone else 4- it requires a second medical opinion to shock someone over the age of 65 5- it requires that informed consent mentions that possible side effects of shock may include permanent memory loss, cardiac arrest and death 6- it requires a reporting system to show how many are shocked every year and if they suffer from any side effects within a certain amount of time 7- if requires that an autopsy be done if someone dies after shock, and that the autopsy look for brain damage by searching for destroyed small blood vessels. 8- it allows individuals over the age of 18 to receive shock after they get full informed consent |

House Bill, HB-109, ElectroConvulsive Reporting Requirements, by Rep Katherine Bryson has thankfully passed through the House and now is in the Senate Rules committee waiting to be sent to the Senate. The Rules committee has the power to send a bill to the floor for a vote or hold it, effectively killing it. Sandra Lucus, 3/19/03 Dear friends, Rep. Burns of Georgia introduced a resolution (HR 1170) in federal Congress. This resolution asks that any state that wants federal education money develop and implement rules and procedures prohibiting school personnel from forcing parents into giving their kids schedule II drugs (such as Ritalin and Adderall). The other good news is that along many congressmen, the Speaker of the House has also signed on as a co-sponsor. This is a very important resolution as if passed can help turn the tide in terms of the mandates associated with federal funds. Right now there is a definite incentive to drug kids. This has the potential of literally saving millions of American children from falling into psych hands and being addicted to mind altering drugs. It is vital that all of us contact our congressman and ask him to vote yes on this resolution. We have a chance to help children and need to act. Here is the contact information for congressmen.
